REALSPACE: Constellation escape test Plus a Shuttle update

Why is NASA testing the escape rocket for the Constellation capsule if the program has been terminated? The test cost 220 million. Is there no mechanism for NASA to reprogram funds? The DoD does it all the time. Now, it might be just that most of the money was spent and the test was scheduled so they did it, but it seems strange for NASA to do this: it just causes political problems.

On a side note, NASA announced that the Shuttle Atlantis is ready for it’s last flight next week.

SpaceX has announced that the maiden flight of the Falcon 9 will not take place before May 23.
