Parody vs Fan Film

Alright, so here's the deal: my indie movie studio Day 10 Studios (find us on YouTube has been making short comedy videos while we work on a full length feature to submit to the Sundance Film Festival. Right now we are in pre-production of a Doctor Who parody called "Doctor WTF". It is an OBVIOUS parody. Now, one of our producers (who I would fire if I were paying him) has brought up that this violates my strict "no fan films" policy. I disagree. My argument is that it is a parody, therefore completely legal, and so can NOT be a fan film. He contends that fan films can be parodies. If when Mad TV parodies an established movie or TV series it isn't a fan film, I don't see how ours can be classified as such.

I turn the matter over to you guys. What do you think? Parody, fan film or both?
